Overview
Nitro-BOM, Nitro-CELL and Nitro-PROGRAM ALL REQUIRE JLINK to be installed with Creo Parametric to be able to function.
JLINK is a FREE Application Programming Interface (API) for PTC's Creo Parametric that is, depending on the version, either installed by default or must be installed separately with Creo Parametric.
IF JLINK is not installed with Creo Parametric, it can be easily added per the following instructions:

JLINK NOT FOUND
If Creo is missing JLINK, you will see this error when you try to run Nitro-BOM, NItro-CELL or NItro-PROGRAM.

Launch the PTC Installation Assistant - Application Selection
This is used to configure your Creo Parametric and for installing optional modules and features.

Select Creo / Creo Parametric / Customize!
JLINK is specific to Creo Parametric, so it is important to locate and configure only this Application

Include the required API Toolkit
Simply find and select the required Toolkit to be installed with Creo Parametric
